Provides that if the U.S. Department of Justice halts a large majority of its payments to rape crisis centers in Illinois during a federal government shutdown, the Department of Human Services shall award grants to the organizations already approved for funding under the Sexual Assault Prevention Program in the amounts that would have been received from the federal government if the shutdown had not occurred.
